Hugh "Hugo" Victor Simpson II (born February 23, 1979 and April 1, 2014) aka Hugo Victor Simpson is Bart Simpson and Richard Simpson's conjoined twin-brother and the 2nd child of Marge Bouvier and Homer Simpson overall [1]. He was introduced in Treehouse of Horror VII's The Thing and I as a long-lost deformed sibling locked up in the Simpsons house's attic.
Backstory[]
Bart and his sisters are curious of sounds coming from the attic and Homer avoiding questions and feeding something fish heads up there. So when left home alone one evening they go to investigate the attic and encounter something that scares them so they hide not realising whatever it was had broke free and escaped.
Marge has to spill the beans while calling Dr Hibbert to warn him Hugo had escaped. Bart is startled to learn he is a Siamese or conjoined twin, the other being Hugo. They were separated at birth and Marge and Homer kept Bart but locked Hugo away in the attic.
The family except Bart go out to find Hugo. Bart is ordered by Homer to stay at home to record a hockey game for him. Bart soon realises he's not alone as he comes face to face with Hugo. Somehow Hugo captures him and ties him to a pool table in the attic to perform surgery to reattach themselves together again. Despite Bart warning him such a procedure is dangerous Hugo explains he's practised on a rat and a pigeon to create a pigeon rat.
He's about to perform the surgery when the Simpsons and Doctor Hibbert arrive in the nick of time to save Bart. Dr Hibbert knocks out Hugo with a punch.
However just when Dr Hibbert and the Simpsons are about to get everything back to the way it was, the cops burst in and arrest Marge and Homer for child neglect and abuse and Dr Hibbert for assaulting a minor. The four Simpsons kids, Bart, Hugo, Lisa and Maggie are taken by Social Services and adopted by the Flanders until Marge and Homer are able to prove they won't abuse Hugo anymore. Some months later Marge and Homer had completed a workshop on being better parents and were allowed their kids back. Everyone lived happily ever after but the Simpsons gained a new family member.
Thats how Hugo was introduced to the family.

His voice is like Barts but much deeper.
Biography[]
Hugo is ten years old and blond. He was a conjoined twin with Bart until they were separated. He still has a scar on his torso. Hugo's favorite food is fish heads which he sometimes eats with a glass of milk. His least favorite food that he hates is lima beans. He also loves sushi.
Hugo is a straight A student in science class because it is his favorite subject because he wants to be a mad scientist one day. (This irks Bart because he would jokingly admit in his guide to life book how Mad Scientist is a cool job and in Treehouse of Horror comics, he is often a mad scientist. Hugo's serious enthusiasm for mad science and actually trying to sew himself and Bart together has put Bart off of mad scientist role play.) Obsessive and meticulous, Hugo will stop at nothing to further his evil machinations, even if it means hurting those in his path.

Hugo in the future (Holidays of Future Passed and Holidays of Future Passed: Family Reunion). He does look like Hugo Simpson I since DNA is very sensitive in the family
In his early appearances, he didn't like like to wear shoes, preferring to go about bare foot and runs about on all fours like a feral child. He scratches himself sometimes because he has body lice. But, he has learned now to not do those things and no longer has lice. Before his debut, his shirt was ripped up, along with his pants, and wearing a shackle on his left foot.
He's named after his great great uncle Hugo Simpson.
His full name when scolded by Marge or Homer, is Hugh Victor Simpson.
In early appearances he is mostly feral still. But later on he starts to talk more and develops his mad scientist personality. He is usually on his good side, but when he is in the attic to test his inventions, he is on his mad scientist side.
To put it simply. Hugo is Lisa as a boy but without any morals or ethics choosing the dark side of science, mutagenic science and animal testing. He loves sushi and GM food. (Genetically modified organisms) especially if it’s freaky.
In Panic on the Streets of Springfield, it was revealed that Hugo that doesnt like eating most meats. He may have stopped eating meat (Fish heads, etc) between Maximum Homerdrive and Panic on the Streets of Springfield, since Maximum Homerdrive is the last time Hugo is seen eating meat and/or Fish heads.

- Like the Simpson's family DNA (example: Hiram looking just like Homer), Hugo looks like his namesake in the future.
